TOWN OF WALLKILL — State police made an arrest Tuesday in the March 30 hit-and-run death of an Otisville woman and said the suspect confessed to his involvement. Police say Kiera Babcock, 34, was walking on State Street in Otisville about 11:15 p.m. on March 30 when an eastbound pickup truck struck her and kept going. Babcock's body was found the next morning near Ulee's Truck and Auto Repair. On Tuesday, state police said they charged Steven L.
